Targeting - Everyone's Favorite Subject in ASOIAF TMG
While there are many things I love about this miniatures war game (otherwise I wouldn't be playing it), frankly its poorly defined targeting rules are not one of them. Fortunately, most of the time knowing what's actually targeted by what is unnecessary, but I soon as you decide to start playing the control elements of this game, or you are (un)fortunate enough to go up against someone playing a control build, it becomes essential to know about targeting in (painful) detail. ("Sorry, I played Winter is Coming...What do you mean Final Strike doesn't target the Defender!?") But, instead of lamenting on how the targeting rules could be improved, I wanted to provide this article as a one-stop-shop to (hopefully) answer any & all questions you may have on targeting, as it exists currently.
EDIT: It was rightly pointed out to me that the targeting rules are a messy compilation of things we (the community) think we know &/or piece together based on a number of sources. The rules, FAQ's (both current & old versions), & old comments by the Developers on their now defunct forums. Because of this, I won't claim that the below is 100% without-a-doubt correct, but I believe it is an accurate representation of what the majority of players would agree is how targeting works.
The Quick & Dirty Summary
You can answer most of your targeting questions with just a few quick checks:
- Does the card or ability say "Target"? Then it is targeted.
- Is this a Tactics Card? Is the unit mentioned in its trigger? Then that unit is targeted.
- Is this an Order? Then the unit with the order is targeted.
- Is this an Influence? Then it targets the unit you're trying to put it on.
- Do you have to choose the unit to receive the effect (even if there's only 1 possible choice in the given situation)? Then it's probably targeted.
That last bullet point can be the trickiest one to assess, but if you could pick among units for the effect, then that generally counts as targeting. When Eddard Commander attacks & uses Rally Cry to heal a unit, the unit that gets healed is targeted. Conversely (& sometimes controversially), when you trigger Hidden Traps on a unit, the unit using the Order is targeted, but the unit receiving the traps is not. That's because there's no choice to be made when using Hidden Traps, that unit activated & so it is receiving the effect of Hidden Traps. When you attack with Sundering, there's no choice to be made; Sundering (& other similar effects) do not target.

Now the above short-list still really doesn't fully clear things up, unfortunately. If it were that easy, we wouldn't keep getting these questions about what does & does not target. Zone Replace Effects (general): Typically only target the Tactics Board, then the Zone targets the unit (an important distinction)
